I am making my little sister a house for her little plastic dog. Does anyone have some ideas of what I can *make* to put in it and what to use to make it?

Shoe box house?
the dollar store has plastic boxes. Next time you get pizza save the little "table" in the center of the box. Use bottle caps for water bowls.
